The best build for Cyte-09’s Neutralizer in Warframe

One of the biggest additions to Warframe: 1999 is a new frame, Cyte-09. A hallmark of his kit is his Neutralizer sniper rifle ability, but building it can be tricky, especially with 1999’s new mods.

To even use the Neutralizer, though, you’ll need to unlock Cyte-09, get your Cyte-09 build in order, and maybe even consider using a new arcane. After that, you’re ready to build your Neutralizer.

How to build Cyte-09’s Neutralizer in Warframe

The Neutralizer has a couple of unique features. For one, its alternate fire lobs a cold grenade that freezes enemies and leaves a lingering cold field on the ground. When you hit a hit weak point with the Neutralizer, the bullet ricochets up to four times within ten meters of the original target.

This means the Neutralizer has a fair bit of AoE potential, even though it’s a sniper. Plus, Cyte-09’s Seek and Resupply abilities massively expand the Neutralizer’s damage potential, as well as do some of the new arcanes and mods this build uses that were added with the 1999 update.

The core idea of this build is to build as much raw damage as possible. With a miniscule status chance and low fire rate, mods that scale their damage, like Galvanized Aptitude, just aren’t particularly effective. So, we’re building for base damage, critical chance, and critical damage.

The best mods for Cyte-09’s Neutralizer in Warframe

This build uses new mods added with the 1999 update, like Spectral Serration and Primary Acuity. Spectral Serration increases base damage by 330% when invisible, while Primary Acuity increases weak point damage and weak point critical chance by 350% each, locking multishot in exchange.

  • Vital Sense
  • Critical Delay
  • Hammer Shot
  • Primed Cryo Rounds

Semi-Rifle Cannonade pairs well with Critical Delay, since the fire rate penalty won’t take effect, and adding fire rate to a sniper isn’t the most effective use of your mod capacity. Cold damage from Primed Cryo Rounds isn’t about the element as much as it’s about a boatload of raw damage.

You can swap out Spectral Serration, Primed Cryo Rounds, or Hammer Shot for a faction mod, if that’s more your playstyle, but this build is designed to work against any enemy. Galvanized Chamber isn’t a bad mod to use by any means, but if you can get Primary Acuity, that seems best.

At the time of writing, if you’ve got the Endo for leveling, neither Spectral Serration nor Primary Acuity are particularly expensive to get via trading. You will have to pay around 150p if you want to trade for them at their max ranks, though. You can also drop these by playing 1999 content.

Outside of what goes on in the Neutralizer itself, another new Warframe arcane to keep in mind is Arcane Crepuscular. Currently, it’s very expensive to trade for, and you can’t get it yourself until you hit the fourth rank in the 1999 syndicate, but it will give the Neutralizer a 3x critical multiplier.
