You can find Aerith’s Plumose Rod by completing all of Hojo’s Research Combat Simulator exams. To unlock them, you must first reach Chapter 12 and unlock the Lament of the Damned side quest in the Nibel Region. Complete this side quest then all of Hojo’s exams to get access to a room with a purple chest holding the Plumose Rod.
