Shinies are back with a vengeance in Pokemon Scarlet & Violet, and as usual, there’s a ton of intricacies to keep in mind. After you’ve gotten your shiny charm and are on the hunt, make sure you keep in mind that some Pokemon are shiny locked.
What are “shiny locked Pokemon?”
“Shiny locked” is a phrase that’s been used for multiple generations of Pokemon (put into effect in Generation 5), but just try and think of it like “you’re being locked out of getting a shiny.”
This mainly applies to story-related sequences of the game, like getting your starter Pokemon for the first time, or encountering your box legendary. When these things happen in Pokemon Scarlet & Violet, you are locked out of getting a shiny Pokemon. So don’t restart your game over and over attempting to drudge through the tutorial sequence to pick up a shiny starter. In fact, don’t do it at all if you can help it!

Pokemon traded via an NPC trade (Snom, Wooper, Haunter) will also never be shiny.
How to get shiny locked Pokémon
Breeding will circumvent many of the above restrictions. If you hatch an egg, you could create a shiny Pokemon.
This is the only known way to break shiny locks!
