There are some big positives of this item, which include the 95 Pace, Inside Forward++ at RM, and the Quick Step+ playstyle. Rapid and Technical are great playstyles as well, and it can play very well as a RW. My only problem with this item is the completion cost, and it feels like one task is too many. That said, this is the perfect example of a card that will play well on the meta.
