Kakariko Village is back in Tears of the Kingdom, though some strange ruins have appeared. Naturally, the first impulse is to explore the floating Ring Ruins, but Link is prevented from doing so by Calip who claims Princess Zelda forbade any further research. It is possible to pass Calip, though this only occurs during the late-game hours.

How to get past Calip in Tears of the Kingdom
Do not bother trying to outsmart Calip or sneak past him. It doesn’t matter whether Link creeps by or tries to glide in from above – he will always be stopped. To finally get past, Link first has to complete all four Regional Phenomena. They are located in Rito, Gerudo, Goron, and Zora.
Following this, Link will be directed to check out Hyrule Castle. After following around a false version of Princess Zelda, Link comes face to face with the Demon King, though even with the four Sages’ help, he is unable to be defeated. To finally end Ganondorf’s evil plot, another Sage must be located. This triggers the “Find the Fifth Sage” quest.
Purah gives Link a clue by mentioning “ruins from the age of legends”, leading Link to head back to Kakariko Village. This time around, Link will be allowed to pass and enter the Ring Ruins hovering above Kakariko.
What is inside the Ring Ruins?
As part of the “Secret of the Ring Ruins” quest, Link is finally expected to investigate the floating ruins. There is one ruin that is hard to get into, and the researchers do not want to damage it in any way. Thankfully, Link can use Ascend to get in.
Inside, there is a stone slab with writing on it. Take a picture of it using the Purah Pad’s camera. Show it to Tauro under the Ring Ruins, and an adventure to find the three parts of the Charged Armor set will be triggered.
Though Calip can be annoying, limiting access to the Ring Ruins does make sense on a gameplay level, as it holds an important secret that only makes sense after a certain point in the plot. Fortunately, there are plenty of other activities to do in Kakariko, and it is also the village where Link can purchase a Ring Garland.
